To get to this sky island you will need to first get the Jinodok shrine, using the turnable ledge point it in the rough direction of the sky island.
Build a wing with lots of fans and batteries and place it at the edge of the ledge on the Turnable ledge by the shrine, fly the air craft up to the glowing sky island ( it glows in the dark) upon reaching the island there is a chest with a map and lots of ore deposits, mainly luminous stones but a rare one too.
Alternatively, there is a floating block with balloons and flame emitters attached on the island below. You can activate this device to make your way up to the glowing island.
