The Horse Call is an item from Twilight Princess.
Twilight Princess
The horse call is an item made by Ilia for Link as a gift for his trip to Hyrule Castle. However, in the distraction of Ilia discovering Epona had a minor injury followed by her subsequent kidnapping by bulblins, it was never given to him.
Much later, after a long series of events which included Ilia being discovered in Telma's Bar amnesiac and travelling by wagon to Kakariko Village, Link is sent to the Hidden Village to save Impaz, who had helped save Ilia from the bulblins.
