Treasure Chart 28 is one of the 46 Treasure Charts found in The Wind Waker.
Acquiring Treasure Chart
When Link arrives at Horseshoe Island, located one screen west of Outset Island, he'll find himself playing a round of mini-golf. The object of this island is to knock the Boko Nuts into the holes up ahead. However, if you walk forward, some Vines will appear, blocking your path. You will need to pickup the Boko Nuts and toss them in the direction of the holes. If they don't land perfectly, Link can pull out the Deku Leaf and blow the nuts so that they fall in the hole. Fortunately, if you completely miss, in given time, the Boko Nuts will regenerate, spawning back where they originally did.
The first two holes are fairly simple. Just toss the nut and use the Deku Leaf if necessary. The Third hole is a bit trickier, as the Boko Nut itself starts off beyond the vines. Use the Deku Leaf to blow the nut in the distance to land in the hole.
Once all three holes have been completed, a treasure chest will appear on the tall island in the middle of this area. Walk to the top of the island and then play the Wind's Requiem to blow the wind to the east. Glide on over the Deku Leaf and open the chest to get the Treasure Chart. On the top of the main island, after completing the three holes, there is a grotto that Link can drop down. This leads to Link fighting some Mothula enemies and acquiring Treasure Chart 8.
Toss the Boko Nut towards the hole in the distance
Use the Deku Leaf to blow the nut
Play the Wind's Requiem and change the wind to the east
Sunken Treasure
The corresponding Sunken Treasure can be found at Needle Rock Isle and it contains a Silver Rupee worth 100 Rupees.
