Steem is the Lokomo of the Snow Realm in Spirit Tracks.
Spirit Tracks
Steem resides in the Snow Sanctuary and awaits Link's arrival. Once their duet commences and the Lokomo Song is played, a path to the Snow Temple is revealed and restores the missing Spirit Tracks. Steem plays the Pipa while Link plays his Spirit Flute.
He gives Link a Force Gem if Link brings a Vessel from the Wise One in Papuchia Village. If Link breaks it, he demands Link bring him another, and will give him a treasure if he does so.

Besides his appearance in the Snow Realm, he also makes a short appearance in the end of the game along with the rest of the Lokomo during the fight with Demon King, Malladus.
