Business Scrub Scramble is a Bombers Notebook quest in Majora's Mask.
Majora's Mask 3D
After acquiring the Bombers' Notebook fom the Happy Mask Salesman, the Business Scrub Scramble is one of the ongoing events that will immediately appear in the Bombers' Notebook. This is because in the first three day cycle, Link would ordinary collect a Moon's Tear and trade it for the Town Title Deed. This is required in order to use the Deku Flower, and be able to reach the stairs that lead up to the Clock Tower.
Grab the Moon's Tear
When visiting the Astral Observatory, Link can look through the telescope to view the Skull Kid. When doing so, a Moon's Tear will fall from the eye of the moon, dropping down. Link can head outside to pickup the Moon's Tear.
