Location
Pikango at Kakariko Village will recognize the location that is shown in the picture. He recognizes Mount Lanayru in the background and is almost certain the area is located just west of the Naydra Snowfield.[1]
Pikango is fairly accurate, as the memory can be found on the Lanayru Road, just east of the Lanayru Promenade, right at the Lanayru Road - East Gate.

In-Game Description
"Zelda's efforts at the Spring of Wisdom on Mount Lanayru bear no fruit. Upon completing her descent down the mountain, she and the Champions witness the awakening of Ganon."
Summary
Zelda and Link descend from Mount Lanayru, coming back from the Spring of Wisdom, with the rest of the Champions waiting for them at Lanayru Road's East Gate. When they ask Zelda about her progress, she admits that nothing happens and she still can't awaken her power. Urbosa comforts her and tells her to move on, saying that feeling sorry for herself won't be any help.
Mipha comes forward to Zelda, giving her advice on how to awaken her power. Before Mipha can finish her advice, a thundering noise comes and the ground shakes. Revali flies to see what happens. It is revealed that Calamity Ganon has awakened and has taken over Hyrule Castle. Daruk commands the Champions to enter their respective Divine Beasts and Link to go straight to the Castle and fight Ganon immediately. When Urbosa is about to take Zelda to a safe place, Zelda complains and argues that she can help them fight Ganon.
