Goron Racetrack is located in Snowhead and is the locale where the Gorons race.
The Goron Racetrack is a location found in Majora's Mask. It is situated on the Road to Goron Village to the left as Link enters. The Goron Racetrack is a tradition held every spring, and due to the huge boulder that blocks the way, the Gorons are unable to race.MMMM The huge boulder can only be destroyed with the Powder Keg.MM

First of all, Link has to break the big Boulder that is blocking the way to the entrance with the Powder Keg, since that is the only way to break it.
Mini-Game
When Link has beaten Goht, and made the spring nature take place, the Gorons can start the racing again.
Once Link has defeated the evil within Snowhead Temple, the harsh winter lifts, the season turns to spring, and the Goron Elder's Son also returns to his normal state.MMWith the arrival of spring, the Goron Racetrack is open for business, but a large boulder blocks the way. Link gets a Powder Keg from the Goron Powder Keg Shop and destroys the boulder. This gives Link access to the Racetrack, where he speaks to the Goron Elder's Son to start the race.

When Link makes an entrance to the Goron Racetrack, he needs to wear the Goron Mask to compete.
The mini-game itself doesn't cost any Rupees; it only requires Link to be in Goron Form and for the region to be in spring.
Link races with other several Gorons in need to win as first to the goal. When Link has won and taken the first place,
he will be rewarded with Gold Dust, which is later being given to Zubora and Gabora in need to complete forging the Razor Sword to the
final masterpiece the Gilded Sword.

Before the race starts, the Gorons prepare for the race. This race requires Link to use the Goron Mask to roll at high speeds. While racing, Link can roll into the Magic Jars, which fills up his Magic Meter. Goron Link must also watch out for the many obstacles on the Racetrack including Bomb Flowers, small trees, and even opposing Gorons. When Link has taken first place, he is rewarded with Gold Dust from the Goron Elder's Son, as a prize from the Goron Elder himself. The Gold Dust can be used to forge the Razor Sword into the Gilded Sword at the Mountain Smithy.MM
