Speak to Laflat in Zora's Domain and accept the quest to begin.
Walkthrough
In order to complete the quest, Link will first need to acquire the Camera Rune. As Laflat stated, she just needs a picture of any Lynel. However, she points Link in the direction of Ploymus Mountain, which during the Divine Beast Vah Ruta main quest, Link will naturally head in this direction.
