Business Scrub Scramble is a Bombers' Notebook quest in Majora's Mask.
Majora's Mask 3D
After acquiring the Bombers' Notebook fom the Happy Mask Salesman, the Business Scrub Scramble is one of the ongoing events that will immediately appear in the Bombers' Notebook. This is because in the first three day cycle, Link would ordinary collect a Moon's Tear and trade it for the Town Title Deed. This is required in order to use the Deku Flower, and be able to reach the stairs that lead up to the Clock Tower.
Grab the Moon's Tear
When visiting the Astral Observatory, Link can look through the telescope to view the Skull Kid. When doing so, a Moon's Tear will fall from the eye of the moon, dropping down. Link can head outside to pickup the Moon's Tear.
The Town Deku Flower
In South Clock Town, there is a Deku Flower that a Business Scrub resides in. When Link draws near, the Business Scrub will fly over and take his spot in the flower. Link is able to trade him the Moon's Tear for the Town Title Deed. This will give Deku Link access to the Deku Flower and allow him to reach the Clock Tower as Deku Link.
