The photo first becomes available after Link has completed the Woodfall Temple.

The photo shows Deku Link on top of the Swamp Tourist Center in the Southern Swamp.

Solution

• In order to reach the Piece of Heart, Link will need to gain access to the Deku Flower near the Swamp Tourist Center
• Head to the Astral Observatory and look through the telescope at the Skull Kid on top of the Clock Tower
• Collect the Moon's Tear that falls outside the observatory
• Trade the Moon's Tear to the Business Scrub in South Clock Town to get the Town Title Deed
• Speak to the Business Scrub in the Southern Swamp as Hylian Link
• Show him the Town Title Deed and trade it for the Swamp Title Deed
• As Deku Link, use the Deku Flower to launch yourself on top of the Swamp Tourist Center to get the piece of heart
