Link can reach the balcony, by activating the [[Windmill]] and jump down to the door, or by floating over with the [[Deku Leaf]]. To activate the Windmill, play the Wind's Requiem and have the wind blow to the north. Then climb up the ladder, located outside just behind the [[Sinking Ships]] mini-game building. Step on the switch to cause the Windmill to activate.
