+Talk to someone (sorry for the vagueness) at the East Akkala stable to get the 'Spring of Power' shrine mission.
+Collect a scale from Dinraal the Dragon by shooting his body with an arrow. So far, I believe the best place to do this is below the Hebra Tower about midnight to 3am. He dips down below a cliff and comes back up. Beware the Stone Talus across the canyon from the tower.
+Bring the scale to the marker location for 'Spring of Power' shrine mission and lay it in the water.
