That new robot pirate looked different from Screvo. Compare Scervo to this character. For one, this new character has a crown, his sword is electric, and his "color pallete" consists of only gold/silver. Scervo has an eye-patch, this new character does not. Perhaps this new character is Scervo's "king" or leader.

Exactly, he's in the forest... it's not Scervo, it HAS to be someone new! I bet it's Scervo's master, or a stronger, more powerful version of Scervo. But not necessarily an updated Scervo.

Scervo is actually a part of the Ancient Robot class, and you kill the first of the kind in the Lanayru Desert. The second, seen here, is another of the same type, fought in the last area of the game. They're two different robots, but still quite the same.
