I think the idea was that he created it subconsciously with his mind, which would mean he had little control over what was in it and what happened in it.

He may have 'created Termina in his mind' via dreaming, but not some fantasy he made up out of no where. A widely accepted theory suggests everything in Termina reflects what Link has been through from his past adventure in OOT.
