why do older 2nd gen cards have that funny border?

really sophisticated title but i cant think of any other way to describe this, i've already had a look around google and i cant find a dang thing.
in some of the older sets, such as skyridge, the cards have a wider border
holo cards have lines along the border like this:

but nonholo borders look like this:

in other words, ugly asf. i can get wanting a different holo variation, but this just looks terrible and i cant imagine why they actually went with it. so does anyone know if there was some practical reason behind this or did they just feel like it for some inexplicable reason?

My guess would be cuz it was still new at the time so they were seeing what styles people liked before finally setting on the original. :shrugs:

ok so i did find something, apparently you stuck the dots into the gameboy e reader for the pokedex info
which makes sense but damn, it did not age well
