Gen III: Treecko
Gen IV: Turtwig
Gen V: Oshawott
Gen VI: Froakie

Having said that, the only 4 starters in which I like their entire evolutionary line are Typhlosion, Sceptile, Greninja, And Decidueye.

4 times out of 7 the water starter is the best starter:

Gen 1: Squirtle
Gen 2: Totodile(though none were that great imo)
Gen 3: Torchic
Gen 4: Chimchar
Gen 5: Oshawott, my favorite Pokémon of all time.
Gen 6: Frokie (not that it’s even close to being any of the others)
Gen 7: Rowlett (though I do love playing as inceneroar in ultimate)

yeah I've been kinda primarily a grass guy, haven't played the original black/white or sun/moon, but I'd probably go w/ rowlett for alola, and if I were to go back to unova, unsure if I wanna do oshawatt again or pick another one

Can't bring myself to like any of the Gen8 starters, gonna have to see their final forms and how they play.

Hmm... Favourite starters from each generation?

Gen 1 - Bulbasaur. Strategically, it's a good Pokemon to pick. Bulbasaur is super powerful against the first two gyms, and it is a grass poison typing which gives it an advantage.
Gen 2 - Chikorita. Unlike Bulbasaur, Chikorita is a horrible pokemon to start with as it is weak to the first gym, but Chikorita's weaknesses can be covered by picking up a Geodude in Dark Cave... I really like the design of Chikorita, and its evolutions.
Gen 3 - Don't like any of the Gen 3 starters
Gen 4 - Hard to say, but I'd probably go with Chimchar. It's a fire type, and it has a cute design, with a strong evolution. That said Piplup is a close second.
Gen 5 - Not really a fan of any of the starters of Unova, to be honest.
Gen 6 - Fennekin. It's a beautiful fox pokemon. It's evolutions are also inspired by the mage class in fantasy RPGs, which is my favourite RPG class.
Gen 7 - Rowlet, of course. I'm not sure how to explain why I like this one. It's just... good.
Gen 8 - Didn't like any of the starters shown in the trailer.

1. Charmander, for the same reason that I always name my gen 1 character Red.
2. Totodile. Nostalgia.
3. Mudkip. Mudkip's just plain awesome.
4. Turtwig. I really like Torterra.
5. Snivy. I also really like Serperior.
6. Froakie. Ninja frog. 'Nuff said.
7. Popplio. Fairy types are fun.
8. Sobble. I like water types.
