It was made as a prequel to the original two, so no, I do not believe so. It does wrap up the story quite nicely though.

In Hyrule Historia, it is not the end. It is after OoT in the third split in the timeline. LA is after ALttP. Then (I think) it is LoZ and AOL and OOA/OOS.

I don't think it will be the end... There is much more space in the timeline for other games to fit into... Plus they can always expand the timeline anyways... Remember that the timeline is current, if they put soon-to-be games in Hyrule Historia, then it would just ruin the surprise of the game entirely, because you'd already know what it's about.
