According to the game, the Skull Kid managed to bring the moon closer because he took out the moon's tears, so basicly, the moon is going to the world to retrieve its tears.

Ember, where did you get that info? I've never heard of that before. I always assumed the moon's tear was an accident until I thought thoroughly about it. Then I thought it was skull kid's way of just teasing Link. He obviously knew someone was staring at him through that telescope.

It could have been a metaphor for the moon's loss of empathy, which is explains it's destructive nature. Just another victim of Majora's Mask in my eyes.
