When you first meet

Branli in the ridgeland tower and decline to participate in his study he says "before I came here I met a girl who dreamed of touching the clouds. I want to make that dream a reality." Who is the girl he mentioned? He never mentions her again if you speak to him later.

I believe her name is Shamae and like the reply above says, she can be found at the Woodland Stable. She has a side quest for you and the reward is quite rewarding.
