I'm so sorry...but you never know and maybe something will happen to prove your budget and help get you the game. I commend you on putting yourself on such a budget and wish you luck!
I plan to use the voucher I have on it, technically there's nothing stopping me from just preordering it right now but eh, I'll get to it

Never pay for a game that isn't out. Doing so is paying a publisher or developer for nothing.
Then buy it once it's out. If you're buying physical then it takes the same amount of time to walk in the store and pick a copy up. If you're buying digital then there's literally zero point to ever pre-ordering.
