Pokemon Bank and Transporter

I keep hearing about this Pokemon transporter that will allow me to send my Pokemon from B2 to the Pokemon Bank. I can't for the life of me figure out how to do this. Does anyone know how?

Well the app reportedly isnt out till December, so I cant import my heavy hitters to X... :/

That would make a lot of sense. But that means my 548 Pokemon on Black 2 are stuck there for now.
