I'm kind of surprised to see that secret bases have survived. Do they function the same as they did in Ruby and Sapphire?

It's a bit different but the overall idea is the same, yea. You do a side quest and get this item you can use in the underground to start your base.
Ay, don't be a party pooper. It's just a tidy place for people to share their bases.
