I would say no on macro level because Ganon is the fufillment of Demise's Curse and keeps coming back to cause havok and calamity. On a micro level yes, because Zant was more calm and collected in his rule, he also was able to use Light Spirits to do his bidding and knew how to use the power of Fused Shadows in ways that seemed pretty OP.
If Zant had been in more games, and not gone out like a whimp in TP, then I'd say he was closer to be on even with Ganon.

Ganondorf is the physical embodiment of Demise's evil curse so I'd say he's the epitome of evil.
Zant was just a corrupt guy who had a thirst for power and was not mentally prepared to harness that power in positive ways. I think he always had a bit of a bad heart, but it was Ganondorf's influence that drove him to do all the awful things he did and to take over the world. I don't think he was inherently as evil as Ganondorf himself. We have to take into account that Ganondorf loaned him a portion of his power and acted as a God to him, thus likely significantly increasing Zant's evilness.
