He isnt. He just got revived by the tears of all the pokemon and clone pokemon. I think they explained that in the short clip that came with the first movie. Something about tears purifiyng orr soemthing.

This would also explain why Ash is always a 10 year old boy. His voice changes but never his appearance.

Ash is obviously chosen by the Pokemon gods which is why he meets so many of the legendary pokemon and there fir can not die
