Yeah look like both Link and Toon Link give the Spinner the first time. After that, they and the other Zelda characters get a random item associated with that character.

According to this page, only the Link amiibo gives the spinner. The Zelda amiibo gives a random weapon rated three stars or higher. Any other amiibo gives a random weapon rated three stars or lower, rupee bonus, or crafting material bonus. Amiibo taps are limited to once per day.

That does not say Link will get anything past the spinner. And that does not say the Zelda weapon is always for Zelda, does not say it's a random weapon either. And ot does not say what quality the crafting material will be.
Looks like we have to wait and see.
