Going to mention how to get the Silver Scale...

To get the Silver Scale, you have to go to the passage to the waterfall to the left of King Zora when you walk in. Talk to the Zora there and he will challenge you to play a minigame. If you collect all of the rupees at the bottom of the water then he will reward you with the Silver Scale. In the main part of Zora's Domain there is the hole that Pocket Asian mentions. Dive underwater and you will be able to reach it with your newly acquired Silver Scale. You will arrive in Lake Hylia. Not too far ahead you will see a bottle under the water. Dive to pick up this bottle and then take it back to King Zora and show it to him. He will allow you to keep the bottle. Go capture a fish in the main level of Zora's Domain by the part where the water ends in your bottle. Go to Jabu Jabu, who will be behind King Zora who moved when you showed him the bottle, and empty the bottle in front of him. He will suck you into his belly. You can then leave and enter as you will.
