How do put my blog on the list of blogs??

I am thinking of putting a blog up, and they have general blogs, but how do you get on the list of blogs?

You have to make three blogs in general blogs then make a request to have your own blog added to the list.

Some are part of the list and don't have any blogs because a recent update to the site deleted them all.
