The whole point of Mafia games is to give mafia less players but advantage with information.

A truly open setup shows the roles the Mafia can use in addition to town roles, look at an open setup game on Mafia Universe as an example.

Miller probably just isn't in the game. And I'm not sure about the Godfather, but I figure scum might get a Godfather and then goons who could choose their roles.
