im not a big fan of Illegal roms so I'm asking which service is the cheapest.

GOG is the only one that doesn't require any form of DRM. The GOG Galaxy launcher is strictly a courtesy that lets you keep all your games nice and in a row. It's totally optional.

Steam (low prices during sales), humble bundle (low prices on bundles, games, drm free links and steam codes sometimes), and gog (drm free with mostly minor sales) all have advantages.
