I just got a reply from nintendo after mailing them to ask if the titles were gonna be released for purchase for the rest of us, explaining at the same time how I purchased my 3DS in may and only registered it at the eshop a few weeks ago. Apparently if you have your receipt proving that you bought it in time and you send them the information they need you might still get to be part of the GBA Ambassador program
Just check the official nintendo site for your region and you'll find the relevant instructions there
