Vaati is definitely one of my favorite villains of all time and second in Zelda only to Ganondorf. Vaati was intelligent, crafty, cool, and actually extremely evil, though it was disguised in innocence. Think about it, he was probably one of the closest to ever really succeeding in his mad plans (aside from Majora, my 3rd Zelda fave villain).

I like both of those villains and it is really hard to decide

Ghirahim:
-I like how he uses his power
-I like his skill at sword fighting
-I like how he is similar to Fi
-Conjure lot of enemies (horde battle)
-Confident

Vaati:
-Great swordfighter
-Sorcerer
-Lots of room to grow
-More involved in fighting Link

I would pick Vaati to return more than Ghirahim because there is so much potential in making him a more powerful villain in the future.

I so want to see Vaati return! His sorceror and demi-god type of form (with the eye between his legs) are so awesome! I wish somebody would revive him, like Twinrova did to Ganon in the Oracle games. He could easily become the number 2 villain. I really want to see him in a 3D game, that probably involves the Four Sword.
