Is there a free web hosting site that will allow for using your own html and css? Both google sites and webs want you to use their site builders/templates which is usless if you already have something made.

I don't know if geocities is still operating, but I used to have my site there and I could write and edit my own html and css anytime I wanted. They do (or at least they did) have a site-builder, but it wasn't a requirement.
I use freewebs for years. They allow you to use a custom css. They have a sitebuilder which is actually pretty easy and decent but they also allow you to use your own layout.
What I like is the easy to use tools and Freewebs have improved a huge lot compared to the past years.
What I dislike is the limited space for free member ships. And also for paid accounts they have some limits. I suggest you notn use pics from your pc but use the links from hosts like photobucket etc instead. This saves storage

Like vanassa said webs Is a good host and one of the most user friendly and widely known In my opinion, you can use custom pages of you own. I believe it requires some tweeking of the settings. Haven't been on webs in a long while but I was always satisfied with them.
I've used 110MB hosting as well which is also a good free host.

Just be careful and make sure you research the free web host. Some can be crafty and delete your website then replace it with ads if it gets a certain amount of hits.

Try to avoid sites like Angelfire. They are so filled with spam and advertisements it isn't fun anymore. If you open a page you often get an annoying ad popping out of your screen. I use Webs since 2005 or 2006 or something and at first they were real crappy and terribly slow. But they have improved a huge lot. I bought my domain name there a couple of years ago and expanded it for 5 years plus 5 years of ID security and it was not even expensive at all. It makes you a premium member when you buy a domain name and you have unlimited pages which is handy if you have a lot of information or graphics. The bandwidth and storage should be a bit bigger thoguh but besides that I'm really happy with it

Webs is great, most of the time.
For forums, I use ProBoards. It works for me.
Also, you can make HTML in Webs.

I use Webs. It's great, but the forums suck. So I decided to use ForuMotion. I was originally planning on having Wikia as a a wiki host. But creating the Wiki I have in mind is way to complicated unless I had a staff team completley dedicated to it.
