I'd argue given the value and brand of Kingdom Hearts, Square Enix got mad money money from Nintendo this game. First Cloud's return to Ultimate, then 4 DQ Heroes, Sephiroth, and now Sora. And you can see the millions of dollars that was spent with how quality Hero's, Sephiroth's, and Sora's trailers are in comparison to Cloud's trailer from Smash 4/5 where it was just gameplay and no GCI.

Corrin is technically the only one with GCI even if it was reused from Fates. Even then, at that point in the game, their budget was probably as low it could given they already spent most of the budget building a new engine for two games that also was compatible with one another. For Ultimate, all the money was spent on getting the rights and having very high quality trailers and they show it even in the smallest aspects of the trailers.

I'm definitely enjoying Sora as a character. He's a bit on the simpler side, which is good, because I struggle to play the more complex characters.
