I'm starting out as a competitive Pokemon battler, and I'm looking more and more into one Pokemon: Excadrill. I'm going to specially breed it, nature, and all that Jazz, but I'm wondering: Should I wait until it's evolved to start EVing?

I would recommend EV training from the start as it will be quite difficult to evolve it without it getting any EVs up to that point.

Sweet, PK Flash is into Pokemon. Call me when you has the EV's up, man 
But yeah, use SMOGON to help with EV's and stats. TBH, I haven't got my hands on Pkmn Black and White, But I will be using it for competitive battling. Use an Adamant natured Exadrill, have some a STAB move e.g. Earthquake, Rock Slide and Swords Dance. Return is VERY good especially if you are EV Training it, as you are giving it friendship. Life Orb will power him up to, making him very deadly to other Pokemon.
But, with that said, he is in the OU tier, making him self onto several teams, but it shouldn't matter, as long as you don't have a team of 'em.
