I am truly sorry, but there is no way to get the Circus Leaders Mask before the Romani's Mask. The Circus Leader's Mask can sadly only be used against the bandits if you decide to go back and escort Romani again.

I was wrong. To do it again, you have to fight THEM again, and I'm not going there!

It's impossible to get the Circus Leader's mask as you cannot clip into the loading zone for the Bar, and you need Romani's Mask beforehand anyway.

It is sad that the only way to get the Circus Leader's Mask by getting Romani's Mask first and finish the remastered song of "The Ballard of the Wind Fish" using Link and the 3 transformation masks that change Link into a Deku, Goron, Zora. It would have been better if the game was developed to have the Circus Leader's Mask before fighting off the Brothers who want to steal the milk. I still cry when I see that mask. It's just so sad and it always brings me a tear to my face. :'(
