This is something I have always wondered. A long time ago, me and my siblings were playing Pokémon. I suggested we make ourselves into trainers. As a joke, I was an iteration of Brendan who had Pokémon powers. The lore of those powers has changed over the years, with me finally settled on a Team Rocket experiment involving the cells of a Shiny Mew. The experiment caused Mew’s powers to transfer to my body, allowing me to use any Pokémon move in existence, as well as turn into any Pokémon at will. Team Rocket used me as a weapon. They called me Mewthree.

That is the origin of the theory. Over the years, it made more sense the more it changed. Eventually, my suspicions were all but confirmed in the latest Pokémon movie, Secrets of the Jungle, when the kid used Zarude’s signature move. However, why can he use the move? That is what brings me here today.
