While anime is a genre of cartoon, there are many genres of anime.

In Japan anime is any cartoon.
In most of the rest of the world, anime is cartoons from Japan (what this means can be somewhat subjective, though, as many productions involve people from multiple countries).
Calling things inspired by anime "an anime" is false, but not offensively so necessarily. I would argue that it's fine to describe these things as "anime" as a descriptor so long as you're not calling the actual end product anime. Example: RWBY is very anime, but it isn't an anime.
I'll add Killjoy to the list and close sign ups.
