Well, I would assume that since you aren't supposed to have the Keaton mask at that point, the bushes were just decoration or something. Since you aren't supposed to have the mask then, why would Nintendo put Keatons at those bushes?- blackice_cc

It's very possible that it was just a circle of bushes. Did the bushes move when you slashed them?- blackice_cc
