It's worth noting there are a lot of "Legendary" pokemon that are pretty bad (like Phione). That aside, I'd say roughly 1/3 of Mega Pokemon either outright overpower a lot of Legendaries (I.e. Blaziken, Metagross, Kangaskhan), with Pseudos such as Haxorus and Garchomp can also pull their weight.
