It's a heavily modified free versions of an otherwise paid addon. The extra stuff is not there because you are not supposed to have it in the free version.

So an idea that is being tossed around with the icons, I agree there is a lot of banners and the amount that stack up on accounts is getting ridiculous over the last year. The current suggestion kicking around is lowering the banners one has down to 3 or 4. That would be Member, Forum Staff...
