I don't think the happy mask salesman has anything to do with the Forest Temple in particular, I would expect he is just a very old demon. The guy is creepy and I doubt he wants to spread happiness at all, more likely that he wants to cause trouble. In the Manga of MM, which is non canon but...- Dio
