Factional kills aren’t actions, Vigilante kills are.
Mafia and SK must have their factional abilities to work, while Town can function without a Vigilante.
Given this, it is entirely possible that your kill is prioritized as lower than the mafia kill. Your action failed because other ME was already dead, not because of Blocker.
