Yes you can every universe is independent from one another in both time in space. Although we don't know in real life if two separate events can happen consecutively. A Timeline does not create a Universe.

It did change something. True Ganon still got the Triforce of Power and wasn't killed but Link still won it wasn't until the Child Timeline that things got better.
