I'm thinking T because Nintendo wants to get the maxium sales of the game, if it's rated E10 than some will consider it a "kids" game and avoid it, and with the T rating, parents won't consider it too mature for their kids.

I guess it really depends on how you look at the game. I don't enjoy Wind Waker because of its graphics, and on the other hand I enjoy TP because of its realistic style. If others enjoy it, great. I just can't take The Wind Waker seriously.
