Shoutbox users are members who meet certain requirements. I know the requirements, but not the exact numbers. You need a certain amount of posts and rep, been here a certain amount of time, and post at least once a day. If you meet those requirements access should be given to you automatically.

I think they give it to you when the feel you deserve it. I just came online one day and saw the shoutbox right above everything else. So it's a privilege that can be given and just as easily taken away too.
