First off, your picture is set for your Profile Pic, to make the picture appear else-where, make it your Avatar.

Well, first you have to MAKE yourself a user title. At the top right of the page, there should be a button that says "Settings". Click that and on the left module, there should be a bunch of tabs. Find the tab "Edit Profile" and look for the word "Custom User Title:" with a text box. Enter any 25 character phrase that suits you, and then scroll down and click "Save Changes".

Now, In between the tabs "Forum" and "Blog" there's a tab that says "Market" Click the provided link and you'll be taken to the Market. Look for the item "User Title Glow". Click on it, and make sure you have enough points to purchase it. Use the drop-down box to select what color you want it to glow, and click "Purchase with Points". Follow the same steps with "User Title Color" and you're good to go! :yes:
