Termina, the setting of Majora’s Mask, certainly is a strange place. Through the eyes of Link, the player meets many people who open up to him and share their worldviews with them. Some characters display themselves more strongly through their actions instead of expressing themselves verbally. The Mayor of Clock Town, for example, seems to be rather easily pressured by the situation at hand, even though he doesn’t really say much during his initial cutscene with Link. Dr. Wily theorizes in an uploaded YouTube video that the Mayor may be feeling more pressure from other people, because he is actually hiding his corrupt nature from his citizens.

Dr. Wily presents that Mayor Dotour and the Curiosity Shop owner have a rather unique connection. The Mayor informs Link that the Curiosity Shop guy was once a bad influence on him. Dr. Wily then points out that the guard in North Clock Town allows the Bomb Lady to be robbed by Skanton while he is on duty, which hints at the possibility of the Mayor turning a blind eye to thieves like Skanton so that the Curiosity Shop can turn a profit from its stolen merchandise. Also, it is somewhat uncanny that the Trading Post—a store that barely has business, according to the worker behind the counter—is not only owned by the Curiosity Shop, but is also in a seemingly stable position. Dr. Wily deduces that the Curiosity Shop owner is practicing money laundering and that the Mayor is likely being paid off to keep his mouth shut.
