The main way to approach this shrine is from the east. Look for a staircase leading inside. If you go to the chest with the Mighty Zoanite Sword, you can use Ascend in the space where the black box was to get into the staircase. You'll need to melt ice in front of the entrance to unlock it. This is a Rauru's Blessing shrine that contains a diamond.
