My personal theory on Termina:

In other words, I believe time split in Hyrule, but not Termina. This could also explain the legend of the fairy that we see in TWW. Although that could just be an Easter egg. Who knows.

Wait, that must be it. In Majoras Mask, there is Tingle. In Wind Waker, FSA, PH, ST, etc, etc there is also Tingle Therefore, your assumption could be true.
