[3DS] - Is the NDS Emulation Region Locked?

I know the 3DS emulates (or somethings) the Nintendo DS, thereby allowing play of DS games. One question, though: is the 3DS region locked towards DS games? I already know it is region locked for 3DS software.

No, it's not. My friend just got a NTSC copy Mario Kart DS for his PAL 3DS and it works perfectly.
